Section

Provision

1

Authorizes the city of Baxter to allocate up to $32 million in revenues from its existing 0.5 percent local sales tax to fund sanitary sewer, storm sewer, water, and street infrastructure, and transportation safety improvements.  The additional use of revenues is subject to approval by the voters as required in section 3.

Authorizes the city of Baxter to issue up to $32 million in bonds for the projects authorized in section 1, subject to voter approval of the tax extension in section 3.  Effective the day following final enactment.

Authorizes the city of Baxter to extend the local taxes as provided in sections 1 and 2 if approved by the voters at the 2014 general election.  The tax would expire December 31, 2031, or when revenues are sufficient to pay for the authorized projects plus associated bond costs, whichever is earlier.  Effective upon filing approval with the secretary of state.

Authorizes the city of Brainerd to allocate up to $15 million in revenues from its existing 0.5 percent local sales tax to fund an upgraded waste treatment facility jointly serving the cities of Brainerd and Baxter; water infrastructure improvements to the extent not encompassed in the upgrades to the waste treatment facility; and trail improvements, if any revenues remain after funding water intrastructure improvements and waste treatment facility upgrades.  The additional use of revenues is subject to approval by the voters as required in section 6

Provides that the bond authority under current law applies only to the projects listed in the 2006 Brainerd local sales tax authorization.
 

6

Authorizes the city of Brainerd to extend its existing local sales tax as provided in section 3 if approved by the voters at the 2014 general election.  The tax would expire when an additional $15 million is raised or 12 years after the original termination date for the tax.  Effective upon filling approval with the secretary of state.
