Section 1 provides that a driver's license or identification card with a disability designation under section 10, is adequate evidence to obtain, without a fee, an angling or spearing license for disabled residents.

Section 2 provides that a driver's license or identification card with a designation of Veterans 100% T&P (100% total and permanent service-connected disability), is adequate evidence to obtain, without a fee, a disabled veterans angling license.

Section 3 provides that a driver's license or identification card with a designation of Veterans 100% T&P, or a permanent card issued by the Commissioner of Natural Resources certifying to 100% permanent disability, is adequate evidence to obtain, without a fee, a disabled veterans license to take deer with firearms or by archery.

Section 4 provides that a driver's license or identification card with a designation of Veterans 100% T&P, or a permanent card issued by the Commissioner of Natural Resources certifying to 100% permanent disability, is adequate evidence to obtain, without a fee, a disabled veterans license to take small game.

Section 5 provides that a driver's license or identification card with a disability designation under section 10, is adequate evidence to obtain, without a fee, a permit to use a muzzleloader with a scope to take deer.  Without the designation on the driver's license or card, the applicant must present evidence of visual impairment and the degree of permanence.  Additional conditions are prescribed in current law.

Section 6 provides that a driver's license or identification card with a disability designation under section 10 is adequate evidence to obtain, without a fee, a permit to hunt from a vehicle.  Without the license or card, the applicant must present evidence of permanent physical disability, along with other conditions in current law.

Section 7 provides that a driver's license or identification card with a disability designation under section 10 is adequate evidence to obtain, without a fee, a crossbow permit.  Without the license or card, the applicant must present evidence of permanent or temporary physical disability.

Section 8 provides that a driver's license or identification card with a disability designation under section 10 is adequate evidence to participate in a special hunting season established by the Commissioner of Natural Resources.

Section 9 directs the Commissioner of Public Safety to issue to a qualified applicant a driver's license or identification card with the designation "Veteran 100% T&P."  This section is effective immediately and applies to applications submitted on or after January 1, 2016.

Section 10 directs the Commissioner of Public Safety to issue to a qualifying applicant a license or card with a physical disability designation.  This section is effective immediately and applies to applications submitted the later of January 1, 2016, or the implementation of the new driver and vehicle services information technology system.
