Section 1 makes technical cross-references changes.

Section 2 requires the Department of Human Services to establish or continue three regional quality councils as selected by the State Quality Council, with one in the Twin Cities metropolitan area, one in greater Minnesota, and one established by the Quality Assurance Commission.

Section 3 appropriates $2,021,000 from the general fund for quality assurance initiatives for services for people with disabilities: $381,000 going to the State Quality Council; $1,290,000 funding the three regional quality councils; and $350,000 funding a required annual survey of disability service recipients.
