S.F. No. 1353 amends definitions that apply to municipal boundary adjustments. The bill also amends a section dealing with annexation by ordinance.
Section 1 amends the definition of “property owner” to mean the owner of any fee interest in land, as opposed to the fee owner of the land.
Section 2 defines “property description” or “boundary of the area” to mean the legal description of the property.
Section 3 prohibits annexation by ordinance of property contiguous to property that either is proposed to be annexed or has already been annexed if the property is, or was, owned by the same owners at any point during the 12 months before the proposed annexation if the cumulative total annexed is over 120 acres.
All three sections have an immediate effective date.
