Section 1 [Creation and Validity of Grant Agreements] is a conforming change, to accommodate the change in section 2 of this bill.
Section 2 [Encumbrance Exception] allows agencies to permit certain grant recipients to encumber eligible expenses for up to 60 days prior to an encumbrance being established in the accounting system, with restrictions.
Section 3 [Creation and Validity of Contracts] is a conforming change, to accommodate the change in section 2 of this bill.
