Section 1 makes a conforming change to a statutory reference on towing, to reflect a section that is repealed in this bill.

Section 2 strikes the list of vehicles that may be registered as collector vehicles and adds a reference to national standards as a factor the Department of Public Safety can consider in determining whether a vehicle is eligible for collector vehicle status.

Section 3 strikes a biannual reporting requirement on use of funds from a child passenger restraint and education account, but provides that information on the utilization of funds by the Commissioner of Public Safety must be available on request.

Section 4 makes a conforming change to a reference to a section that is repealed.

Section 5 strikes obsolete language on the deposit of motor vehicle sales tax revenues in previous years.

Section 6 repeals:

(a) 168.0422 - prohibits peace officer from stopping a vehicle bearing special series plates for the purpose of determining whether the driver has a valid driver's license.

168.055 - provides for safety chains, tow bars and maximum speed when towing motor vehicles.

168A.20 - requires a secured party to hold a certificate of title issued before 1990 until the security interest is satisfied.

169.11 - require license revocation for criminal negligence conviction arising from driving resulting in death.

169.36 - require a person to set the brake and turn the front wheels to the curb in parking.

169.39 - prohibits coasting downhill in neutral, and prohibits allowing a commercial vehicle to coast downhill with the clutch disengaged.

169.725 - allows an officer to stop a passenger automobile and inspect its tire.

169.743 - permits bug deflectors on motor vehicles and provides for bug deflector standards and placement on vehicle.

169.754 - allows local governments to appropriate funds for first aid equipment for police cars.

169.78 - permits municipalities to establish municipal inspection stations.

169.7961 - provides for ending of previously repealed program for insurance verification through random sampling.

169.983 - allows for credit card payment of speeding fines for non-Minnesota residents.

169A.60 - conforms with repealed special series plates repealer.

171.28 - names the driver's license sections "Driver's License Law."

299D.02 - transfers powers over State Highway Patrol and nationwide police communication system from MnDOT to the Department of Public Safety.

299D.04 - allows the Commissioner of Public Safety to purchase equipment for the nationwide police communication system.

299D.05 - authorizes the commissioner to acquire a site in Wisconsin for a radio repeater system for use of the Minnesota State Patrol.

609B.202 - is the criminal law counterpart of section 169.11, requiring license revocation for criminal negligence resulting in a death.

(b) Minnesota Rules Part 7409.4700 - provides for a driver improvement agreement between a candidate for license suspension and the Commissioner of Public Safety.
