Section 1 [Rule Notice] modifies provisions relating to rulemaking involving the classification of waters.

Section 2 [Expiration] sets an expiration date of June 30, 2019, for the Advisory Council on Water Supply Systems and Wastewater Treatment Facilities.

Section 3 [Adoption of Standards] modifies the required contents of a statement of need and reasonableness when rulemaking to adopt standards for air quality, solid waste, or hazardous waste, or standards for water quality.

Section 4 [Creation] notes that the Small Business Air Quality Compliance Assistance Advisory Council is required by federal law.  States that this Council does not expire.
