Section 1, subdivision 1 requires hospitals to give written notice about victim rights and available victim resources to a person seeking medical services in the hospital who reports to hospital staff or who evidences a sexual assault or other unwanted contact.  The hospital shall make a good faith effort to provide this notice prior to medical treatment in a manner that does not interfere with treatment necessary to stabilize a victim's emergency medical condition.

Subdivision 2 requires the Commissioner of Public Safety, in consultation with victim advocates and health care professionals, to develop the notice required in section 1.  Notice must include the obligation of the county where the criminal conduct occurred to pay for examinations performed to gather evidence, and a victim’s rights if the crime is reported to law enforcement, to include the right to apply for reparations and how to obtain an order for protection or a harassment restraining order.
