Section 1 allows a guardian of a permanently physically disabled legal ward to receive disability license plates for a motor vehicle, motorcycle, one-ton pickup truck, or self-propelled recreational vehicle.  The vehicle bearing the plates must be owned or primarily operated by the guardian.

Under current law, these plates are available for vehicles owned or operated by permanently physically disabled people or custodial parents or guardians of a permanently physically disabled minor.

Section 2 allows a guardian of a permanently physically disabled legal ward to operate a vehicle with disability plates without penalty, provided that the guardian is using the vehicle to transport the legal ward.

Section 3 modifies requirements relating to disability parking space signs.  Currently, these signs must display the international symbol of access in white on blue and also state that violators are subject to a fine of $200.  This section requires a sign to also indicate that:

  • the display of proper disability plates, certificate, permit, or their equivalent issued by another state or country is required; and
  • the vehicle must be centered to the sign.
