Section 1 [Recyclable material container requirements; public entities, sports facilities, and commercial buildings] requires certain sports facilities and commercial buildings to follow the same recycling requirements as is now required for public entities.  Provides definitions for “commercial building” and “sports facility.”  Provides an effective date of January 1, 2015 for this section. 

Section 2 [Statewide source reduction goal] provides that it is a goal of the state and counties to reduce generation of municipal solid waste.  Deletes outdated references. 

Section 3 [Definition] amends the definition of “recycling” by including source-separated compostable materials composting.  Includes commercial waste materials that would be mixed municipal solid waste for purposes of determining “total solid waste generation” weight. 

Section 4 [County recycling goals] requires each county to have recycling goals by December 31, 2030, as follows:  for a county outside of the metropolitan area, 35 percent by weight of total solid waste generation; and for a metropolitan county, 75 percent by weight of total solid waste generation. 

Section 5 [Deposit of revenues] specifies that revenues from the solid waste management tax under chapter 297H are deposited in the environmental fund. 

Section 6 [Appropriation] directs 50 percent of the revenue deposited in the environmental fund collected through taxes imposed on waste management services to be appropriated to the commissioner of the MPCA for distribution to counties for waste reduction and recycling purposes, and excludes use of the funds for processing mixed municipal solid waste. 

Section 7 [Waste reduction and recycling goal achievement] encourages the MPCA commissioner to convene interested stakeholders to develop a strategy and framework for meeting or exceeding state waste reduction and recycling goals.

Section 8 [Repealer] repeals Minnesota Statutes, sections 115A.551, subdivision 2 (county recycling goals) and 297H.13, subdivision 2 (allocation of revenues).
