S.F. No. 2166 allows the St. Paul Port Authority to conduct meetings by telephone or other electronic means.  In order to conduct a meeting by telephone or electronic means, the following conditions must be met: (1) all members can hear one another and all discussion and testimony; (2) members of the public at the regular meeting location must be able to hear all discussion and participate in the meeting; (3) at least one member is physically present at the regular meeting location; and (4) all votes are conducted by roll call.  Notice must be given if members will be participating by telephone or other electronic means.
