S.F. No. 2443 - Additional Disclosure Requirements for Lobbyists, Principals, and Political Committees and Funds (As Amended by the A-2 Amendment)

Author: Senator John Marty

Prepared By: Alexis C. Stangl, Senate Counsel (651/296-4397)

Date: March 18, 2014

SF 2442 provides for additional disclosure requirements for lobbyists, principals, political committees, and political funds.  These new requirements have no dollar threshold at which disclosure is required.  This means any amount must be disclosed.

Section 1 requires lobbyists to report the date and amount of any contribution made to a candidate, principal campaign committee, or party unit.  The list must include the name and address of the entity to which the contribution was made.

Section 2 requires a principal to report the date and amount of any contribution made to a candidate, principal campaign committee, or party unit.  The list must include the name and address of each entity to which the contribution was made.

Section 3 requires a filter to disclose information about political committees, political funds, principal campaign committees, or party units to which the filer has made a contribution in any amount.  The current $200 threshold for disclosures is deleted.  Candidates, principal campaign committees, and party units must report information on a contribution in any amount received from a lobbyist, principal, political committee, or political fund.

Section 4 adds a requirement to the pre-election report.  Any loan or contribution received from a lobbyist, principal, or political committee must be reported.
