Section 1 [Wolf Management Plan] adds the following to the list of information required in the wolf management plan prepared by the Commissioner of the Department of Natural Resources (DNR): (1) an annual wolf census; and (2) educational strategies and development of materials for reducing conflicts between wolves and humans.
Section 2 [Wolf Management Plan Review Advisory Council] establishes a 17-member council for reviewing the DNR wolf management plan. The commissioner of DNR appoints all members, representing specified groups. The council must review the wolf management plan annually and report to the commissioner and legislature as to the efficacy of the plan at maintaining a healthy wolf population within the state. The report may suggest plan modifications. Members serve three-year staggered terms. Members are not compensated, but can be reimbursed for expenses.
Section 3 [Open Areas] requires the commissioner of DNR to close federally recognized tribal lands to hunting and trapping wolves, if requested to do so by tribal leadership.
Section 4 [Suspension of Wolf Hunt; Wolf Management Plan] suspends the open seasons for taking wolves to study the outcomes of the wolf hunt on the wolf population and to implement the wolf management plan. The suspension continues until specified conditions are met.
