Section 1 is a conforming change.
 
Section 2 allows Minneapolis to charge a fee of up to 72 cents per transaction for use of the automated property system for the first four years in connection with scrap vehicles. State auditor examination is provided for. Minneapolis is required to report specified information relating to the automated property system to the auditor and legislature by January 15 of each odd-numbered year.
 
Sections 3 and 6 are conforming changes which push back expiration of the sections until June 1, 2015.
 
Sections 4 and 7 to 9 are conforming changes which make these sections effective June 1, 2015.
 
Section 5 allows Minneapolis to charge a fee of up to 72 cents per transaction for use of the automated property system for the first four years in connection with scrap metal. State auditor examination is provided for. Minneapolis is required to report specified information relating to the automated property system to the auditor and legislature by January 15 of each odd-numbered year.
 
Section 10 gives a grace period until October 1, 2015, for the requirement to use the automated property system.

Section 11 provides for effective date after local approval of this special law.
