Section 1. Administration. Authorizes the Commissioner of Education to establish a target for the average early learning scholarship based on data from the biennial child care market rate survey.

Section 2. Program funding. Provides that, beginning in fiscal year 2016, the base appropriation for scholarships equals the lesser of (1) twice the prior year appropriation; or (2) the actual amount necessary to fund all eligible scholarship requests.

Section 3. Early childhood education scholarships. Increases the 2015 appropriation for early learning scholarships.

Section 4. Appropriations.

Subdivision 1. High-quality targeted home visiting. Money appropriated to Commissioner of Health to establish best practices, develop training, and support coordinated systems relating to home visiting.

Subdivision 2. Home visiting pilot project for highest risk families. Money appropriated to Commissioner of Health for home visiting pilot projects in communities served by one metro county and one greater Minnesota county.  Report required.

Subdivision 3. Licensed family child care voluntary quality improvement pilot project. Money appropriated to Commissioner of Health for pilot project to support licensed family child care providers seeking to participate in state quality rating and improvement system.  Report required.

Subdivision 4. Transformation zone early childhood scholarships; pilot program. Money appropriated to Commissioner of Education for early learning scholarships for children living in Minnesota’s four “transformation zones;” White Earth Reservation, Itasca County, St. Paul’s Promise Neighborhood, and Northside Achievement Zone in Minneapolis.  Report required.

Sections 1 and 2 are effective the day following final enactment.

Sections 3 and 4 are effective July 1, 2014.
