S.F. No. 2258 modifies the citizen requirements with regard to eligibility for medical assistance (MA). In 2003, the Legislature carved out an exception for individuals who are otherwise ineligible for MA, if the person was receiving care from a nonprofit established to serve victims of torture. These individuals are eligible for MA without federal participation. S.F. No. 2258 provides that, beginning July 1, 2014, the requirement that the counties bear financial responsibility for the nonfederal share of the costs for these individuals must not apply to adult mental health targeted case management services provided by the nonprofit.
