Section 1 (256D.024, subdivision 1) modifies the general assistance statute related to persons convicted of drug offenses.  This section makes random drug testing permissive, instead of mandatory, and strikes language stating that the person will lose eligibility for five years for a positive drug test or discharge of a sentence after a conviction for another drug felony.

Section 2 (256J.26, subdivision 1) modifies MFIP, providing that an individual who has been convicted of a felony level drug offense during the previous ten years may be, instead of is, subject to vendor payments and random drug testing.
