Section 1 caps the biodiesel content requirement at 10 percent effective on May 1, 2020. Makes the requirement a maximum level instead of a minimum level. The 10 percent level becomes effective only after a contested case hearing that includes certification by the commissioner of public safety that the proposed biodiesel content requirement meets manufacturer recommendations for all diesel powered motor vehicles registered in Minnesota. This section is retroactive to January 1, 2013 (a minimum biodiesel content level of 10 percent took effect May 1, 2012).
Section 2 eliminates a sunset applicable to exemptions from the content requirements.
