Section 1 [Study of Central Accommodation Fund] directs the Commissioner of Management and Budget, in consultation with the Commissioner of Deaf,  DeafBlind, and Hard-of-Hearing Minnesotans, to report to the Legislature and the Governor by January 5, 2015, on advantages and disadvantages of creating a dedicated fund to pay for costs of providing accommodations to executive branch employees with disabilities.  The report must include a summary of the costs of accommodations for fiscal years 2012 and 2013, analysis on how use of a dedicated fund by other governmental units and private businesses affects employment of people with disabilities, and recommendations.
