Section 1 [Threading]  defines “threading” as a method of removing hair using cotton thread to pull hair from follicles, without the use of chemicals or wax. Threading may include the use of over-the-counter astringents, gels, and powders, tweezers, and scissors.

Section 2 [Exemptions] exempts a person who performs threading from licensing requirements under the Board of Cosmetology.

Section 3 [Exemption] exempts a facility in which a person performs threading and no other cosmetology services from licensing requirements for salons.
