This is the “unsession” bill from the Office of MN.IT Services.
Section 1 [Office of MN.IT Services] eliminates a grant of authority for the Office of MN.IT Services to appoint committees and task forces. (This authority is granted elsewhere in statutes to all state agency commissioners.) This section eliminates a grant of authority for MN.IT to participate in the activities of standards bodies and other appropriate conferences related to information and communications technology issues. (Other existing law references cooperative development of standards with outside groups.)
This section changes the scope of a duty. Under current law, MN.IT has the duty to eliminate unnecessary duplication of existing information and telecommunications technology systems and services that are provided by other public and private organizations. The amendment limits this duty to elimination of duplication of this technology and services provided by state agencies.
Section 2 [Chief Information Officer’s Responsibility] eliminates the Chief Information Officer’s responsibility to coordinate the state’s information and telecommunications technology systems and services to serve the needs of the state government.
Section 3 [Technology Inventory] limits the scope of an inventory required by the Chief Information Officer.
Section 4 [Responsibilities] modifies certain duties of MN.IT to reflect the changed practices within agencies that resulted from the IT consolidation of 2011.
Section 5 [Duties] eliminates MN.IT’s duty to make recommendations regarding demonstration projects.
Section 6 [Exemption] changes statutory cross-references to conform with changes proposed in SF No. 2312 (another unsession bill that modifies sections governing the Department of Administration (Chapter 16B) and procurement (Chapter 16C).
Section 7 [Repealer] Repeals:
Section 16E.02, subdivisions 2 and 3: required the Chief Information Officer or designee to serve as a member of the Geographic Information Systems Council and Library Planning Task Force or successor organization and as a nonvoting member of the Minnesota Health Data Institute; required the Commissioner of Administration to provide office space and administrative support services to the office.
Section 16E.03, subdivision 8: permitted the chief information officer to join with the federal government and other entities in the development and implementation of systems analysis, information services, and computerization projects
Section 16E.0475: established an advisory committee for technology standards for accessibility and usability; this section expired in 2013.
