         This bill modifies the consolidated chemical dependency treatment fund section of law, by allowing the commissioner to establish higher chemical dependency rates for culturally specific programs.

Section 1 (254B.01, subd. 8) defines the term “culturally specific program” as a program that is recovery-focused that improves service quality to and outcomes of a specific population, and ensures quality care services that are responsive to the values, beliefs, and preferred language of the specific population to which the individual seeking treratment is associated.  A tribally licensed program satisfies this definition.

Section 2 (254B.05, subd. 5) allows the commissioner to establish higher chemical dependency rates for culturally specific programs.
