         This bill amends a section of statute in the chapter on vehicle registration.  Under existing law, a motor vehicle owned by a first-stage manufacturer of motor vehicles may display manufacturer test plates issued by the registrar.  A motor vehicle bearing such plates may be operated on public streets and highways by the manufacturer or its agent for the purpose of certain testing.

         This bill changes the description of allowable uses for these vehicles from “specialized cold weather testing” to “environmental testing,” and similarly changes the description of the testing facilities.
