S.F. No. 1595 authorizes cities to use the special assessment procedure to collect civil penalties or fees imposed by a city as a result of property-related violations. The penalties or fees assessed must be assessed against the property that is the subject of the penalty or fee. A cross-reference is added in the relevant special assessment statute.
