Section 1 [Constitutional Amendment Proposed] proposes an amendment to the Minnesota constitution to change the requirements to submit a proposed amendment to the people in a general election by: (1) increasing to three-fifths the number of votes required in each body of the legislature; (2) requiring that the proposal pass in one body of the legislature in one calendar year and in the other body of the same legislature in the next calendar year; and (3) delaying placement of the proposed amendment on the ballot until the second general election after passage of the proposal.

Section 2 [Submission to Voters] states the question to be placed on the ballot in 2014.

Section 3 [Form of Act; Process for Submission] makes conforming changes to statute, effective when the constitutional amendment proposed in section 1 is adopted.
