Section 1 [Constitutional Amendment Proposed] proposes an amendment to the Constitution to increase to three-fifths the number of votes required for the Legislature to propose that a Constitutional Amendment be placed on the ballot in a general election. The Constitution currently requires a majority vote.

 Section 2.  [Submission to Voters] states the question is to be placed on the ballot in the 2014 general election.
