S.F. No. 1275 specifies that the Blue Earth County Board has authority over all aspects of the county library system except for those authorities and responsibilities that are specifically assigned to the library board.  The library board is made up of five members who reside in the service area and are appointed by the county board.  The county board is responsible for library employees, fiscal operations, and legal authority over the library board.  The library board is responsible for library policies and rules, reviewing the budget and five-year capital plan,  developing long-range plans, accepting gifts, maintaining and developing the library collections, and use of the library meeting rooms.
