2013 Severe Storm Relief -- Overview

S.F. No. 1 of the Special Session of 2013 has a net fiscal cost of $0.  The bill appropriates $4.5 million for relief from the severe storms that began June 20, 2013.  The areas affected were concentrated in west central Minnesota, but also include Hennepin County and several counties in the southern portion of the state.  The bill also appropriates $219,141 for a separate severe winter storm that occurred in April 2013.  Both appropriations are entirely offset by $4.7 million in reductions to appropriations for previous disasters.  The appropriations are onetime and are available until June 30, 2017.

 

Section 1.  Disaster Relief Appropriation.  Provides a general fund appropriation of $4.5 million to the Department of Public Safety for the purpose of meeting the state and local match for federal disaster relief funds approved by the Federal Emergency Management Agency.  (The Federal share is $13.4 million.)  This appropriation funds the following activities:

  • debris removal
  • emergency services measures, including overtime pay for emergency personnel;
  • roads and bridges not included in the state highway aid system;
  • water control facilities;
  • building and equipment;
  • utilities; and
  • parks and other recreational facilities.

 

Section 2.  Reduction of Previous Appropriations. Reduces previous disaster appropriations by a total of $4.5 million. 

Paragraph (a) reduces the state and local match appropriation that was made to the Department of Public Safety for disaster relief from the June 2012 northeast Minnesota flooding by $800,000.

Paragraph (b) reduces an appropriation for the Minnesota Investment Fund that was made to the Department of Employment and Economic Development for disaster relief from the June 2012 northeast Minnesota flooding disaster by $1.7 million.

Paragraph (c) reduces an appropriation that was made to the Department of Public Safety for the July 2012 northern Minnesota wind storms by $2 million.

 

Section 3.  Southwest Minnesota Winter Storm Aid.

Subdivision 1.  Appropriates $219,141 to the Department of Employment and Economic Development  for grants to local governments for the costs of debris clearance and other disaster costs associated with the April 2013 winter storm in southwest Minnesota.  The bill specifies that $60,000 is for a grant to Nobles County, $60,000 is for a grant to Rock County, and $99,141 is for a grant to the city of Worthington.

Subdivision 2.  Reduces a previous appropriation to the Department of Public Safety for debris removal and long-term recovery associated with the April 2013 winter storm in southwest Minnesota by $219,141.

 

Section 4.  Effective Date.  The entire bill is effective the day following final enactment.
