S.F. No. 1564 provides for redistricting of the sixteen Metropolitan Council districts.  Section 1 specifies the map that is adopted as the redistricting plan.  Section 2 provides that this bill applies to the seven county metro area.  Section 3 repeals the current section of statute that describes the Met Council districts.  Section 4 provides that the bill is effective the day following final enactment.

Background: Minnesota Statutes, § 473.123, subdivision 3a requires the legislature to redraw the boundaries of the Met Council districts in each year ending in “3.” The boundaries must be drawn so that each district has substantially equal population according to the most recent decennial federal census.  Within 60 days after the redistricting plan takes effect, the Governor must appoint members for the new districts.
