Section 1 provides that an application for a Minnesota identification card, an enhanced identification card, an instruction permit, a provisional license, a driver’s license, or for an enhanced driver’s license must contain a space where the applicant must attest to a residence address in Minnesota.

The section defines “government identification card” in paragraph (d) to include a valid, unexpired passport and certified birth certificate issued by a country other than the United States that have specified security features.  A document not in English must be accompanied by a qualified English translation. 

Section 2 repeals a part of Minnesota Rules that provides the means by which an applicant must provide proof of residency, lawful presence, and status check information, but retains subparts that relate to name change and administrative review.

This act is effective January 1, 2014.
