         Senate Resolution No. 60 adopts the Permanent Rules of the Senate for the 88th Legislature.  The changes from the 2013 Temporary Rules are as follows:                   

Rules 4.5 to 4.6

Correct the names of Senate committees to agree with those adopted in the Temporary Rules.

Rule 6.3

Clarifies the procedure applicable to a resolution that is not introduced as a bill and is not offered by the Committee on Rules and Administration.  If any member makes a request, the rule provides that the resolution must be referred to the Committee on Rules and Administration, or must lie over one calendar day without debate or other action.

Rule 7.2

Changes the deadline provided in the rule requiring the announcement of general fund budget targets to provide that the targets must be announced within 30 days after the February forecast in the odd-numbered year. 

Rule 7.4

Condenses the provisions that restrict floor amendments to omnibus appropriation or tax bills.  The changes make the rule more concise and easier to understand, but have no substantive effect.

Rules 10.1 to 10.6

 

Incorporate references to budget divisions in the rules applicable to committee appointments.

Rule 10.3

Makes committee assignments subject to uniform criteria adopted by the Committee on Rules and Administration.

Rules 12.1 to 12.12

Incorporate references to budget divisions in provisions applicable to the conduct of committee meetings.

Rules 16.1 to 16.4

Condense and reorganize the rule establishing the process for issuing credentials to news coverage organizations. The credentials allow the holder access to the Senate chamber. Removes requirements for the reservation of specific amounts of space on the Senate floor and in the Senate gallery for individuals and organizations with credentials and replaces those requirements with the general requirement that the Secretary of the Senate must provide a reasonable number of spaces for those individuals.  Amends the definition of “political organization” by striking references to organizations registered with the Campaign Finance Board, the federal Elections Commission, or subject to the provisions of Minnesota Statutes, chapter 10A or 211A.  This reduces the number of organizations prohibited from obtaining credentials.  Specifies that organizations or individuals seeking credentials must demonstrate that they provide regular news coverage of the Legislature.  Strikes additional requirements specifying procedures to be used by the Sergeant at Arms to allow registration for news organization access to gallery seating.  The Sergeant at Arms retains responsibility for the administration of the credentialing process, and the Committee on Rules and Administration retains authority to hear appeals from a denial of credentials.

Rules 50.3 and 50.5

Incorporates references to budget divisions within the rules providing for electronic recordings of committee proceedings.

Rule 50.4

Requires that committee minutes must be made available to the public after they have been completed and approved, and includes an annual October 1 deadline for providing copies of minutes to the Legislative Reference Library.

Rule 54.3

Changes the provisions for posting notice of vacant positions on the permanent staff of the Senate to allow posting in a public place on the Senate Web site and reduces the minimum time period for posting from two weeks to one week.

Rule 57.2

Incorporates references to subcommittees and budget divisions in the Senate rule prohibiting lobbyists from knowingly furnishing false information to Senate committees.
