ARTICLE 1

Section 1 (145.906) requires the commissioner of health to review the materials and information related to postpartum depression to determine their effectiveness in a way that reduces racial health disparities as reported in postpartum information reported in surveys of maternal attitudes and experiences.  The commissioner shall make necessary changes and ensure that women of color receive the information.

Section 2 (145.907) defines maternal depression.

Section 3 (145A.17, subdivision 1) expands the targeted families in the family home visiting programs to include families with a serious mental health disorder, including maternal depression.

Section 4 (256B.04, subdivision 22) requires the commissioner of human services to provide technical assistance to health care providers to improve maternal depression screening, and referral rates for medical assistance and MinnesotaCare enrollees.

Sections 5 to 6 (256B.055) expands medical assistance eligibility for a pregnant woman to one year postpartum.

Section 7 (256B.057, subdivision 1) extends medical assistance eligibility without redetermination for a child until the child's second birthday.

Section 8 (256B.0623, subdivision 2) includes parenting skills in the definition of adult rehabilitative mental health services.

ARTICLE 2

Section 1 (214.12, subdivision 4) requires the health-related licensing boards that regulate professions that serve caregivers at risk of depression, or their children, to require licenses to receive education on the subject of parental depression and its potential effects on children.

Section 2 requires the commissioners of human services, health, and education to develop a joint plan to reduce the prevalence of parental depression and other serious mental illness and the impact of unaddressed parental mental illness on children.

ARTICLE 3

Section 1 appropriates funds to the commissioner of human services to provide mental health consultations to child care centers and day care providers.

Section 2 appropriates funds for children's mental health grants.

Section 3 appropriates funds to the commissioner of health for family home visiting programs.
