S.F. No. 289 - Clearwater Local Sales and Use Tax Modification

Author: Senator David Brown

Prepared By: Nora Pollock, Senate Counsel (651/297-8066)

Date: April 8, 2013

This bill amends local sales tax authorization for the city of Clearwater, originally enacted in 2008.  The revenues from the 0.5 percent sales tax may be used for the following additional purposes:

  • improvements to Sportsman Park/Ballfields; Riverside Park; Lions Park Pavilion; Cedar South Park (“Eldorado Park”); and Spring Street Park;
  • improvements to and extension of the River County bike trail; and
  • acquisition and construction of a pedestrian walkway and construction of buildings for a community and recreation center.

The total amount of revenues from the taxes that may be used to fund the projects is $12 million plus associated bond costs.  This amount is not modified from the 2008 authorization.

The provisions of this bill are effective the day after the Clearwater City Council and its chief clerical officer comply with section 645.021, subdivisions 2 and 3 (formal city council majority approval of the changes for the use of the taxes; filing a record of such approval with the Secretary of State).
