Section 1 requires that petroleum products dispensed from a single storage tank, or multiple tanks that commingle product, must have an identical base price at each retail dispenser from which it is offered for sale.
 
Sections 2 to 12, 14 and 17 update the statutes to reference current ASTM standards.
 
Section 13 specifies minimum octane grade ratings for certain petroleum products.
 
Section 15 specifies that required delivery tickets for a biodiesel blend must state the volume percent of biodiesel blended into the diesel fuel.
 
Section 16 specifies that required delivery tickets for biofuel blended with gasoline must state the volume percent of the biofuel blended into the gasoline.
 
Section 17 makes the bill effective the day following final enactment.
