Section 1 [Reimbursement Grants] establishes a grant program to be administered by the adjutant general, to reimburse local units of government for costs to replace the services of public safety employees on authorized leave for military duty, up to 15 days per calendar year.

Section 2 [State Reimbursement for Costs of Authorized Leave] requires the adjutant general to make grants to local units of government to reimburse them for the replacement costs of providing services that would have been performed by public safety employees who are on authorized leave.  Public safety employees include full-time peace officers, firefighters, and ambulance service personnel. Replacement costs include wages or salaries, benefits, and other costs, including overtime, paid to permanent full-time employees who provide services in addition to their ordinary duties to replace the services of an employee on authorized leave.  Applications are due by March 15 for the preceding calendar year and grants are paid by July 15.  The adjutant general is required to prescribe the form and supporting information to be supplied by the local unit of government as part of the application. Grants must be paid from the state general fund.  If an appropriation is insufficient to cover all grant requests, each request will be proportionally reduced.  Grants will be made for replacement costs incurred beginning in calendar year 2013.
