Section 1. Expiration and Renewal.  Directs the Board of Teaching to grant continuing relicensure to teachers who have earned National Board for Professional Teaching Standards certification.

Section 2.  Development, Evaluation, and Peer Coaching for Continuing Contract Teachers.  Excludes teachers who have earned National Board for Professional Teaching Standards certification from the annual evaluation requirement.

Section 3.  Development, Evaluation, and Peer Coaching for Continuing Contract Teachers.  For school districts located in a city of the first class, excludes teachers who have earned National Board for Professional Teaching Standards certification from the annual evaluation requirement.

Section 4.  Staff Development Waiver.  Waives the staff development requirements for teachers who are working toward completing National Board for Professional Teaching Standards certification.

Section 5.  National Board Certification Grant Program.  Subdivision 1.  Establishment.  Establishes a grant program to provide additional professional development opportunities for teachers and principals employed by school districts that do not participate in the alternative teacher professional pay system.

Subdivision 2. Grant Awards.  (a) Allows the Commissioner to award a grant for one teacher in each grade level or one principal in a school to obtain National Board certification.

(b)  Allows the Commissioner to award grants to a teacher or principal who has obtained their board certification for expenses related to mentoring other candidates for national board certification.

Subdivision 3. Principal and Teacher Evaluation Systems.  Directs a school district participating in the grant program to use the national board certification process as party of the principal and teacher evaluation systems.

Subdivision 4. Grant Funds.  Directs the Commissioner to use unallocated funds appropriated for alternative compensation revenue for the grant awards.

Effective Date.   Makes the section effective for fiscal years 2014 and 2015.
