Section 1 (A-1 amendment) prohibits the Commissioner of Transportation from using bond funds for purposes specified in this section, and allows the commissioner to spend money specifically appropriated for non-infrastructure activities to encourage walking and bicycling to school, including planning, education, and volunteer costs.

Section 2 (Section 1 in underlying bill) provides as follows:

Subdivision 1 appropriates $12.8 million in bond proceeds to the Commissioner of Transportation for safe routes to school grants.

Subdivision 2 appropriates $3.2 million in fiscal year 2014 from the general fund to the Commissioner of Transportation for non-infrastructure activities as specified in section 1.

Subdivision 3 authorizes the sale of bonds in an amount up to $12.8 million to fund the subdivision 1 appropriation for safe routes to school grants.

This section is effective the day following final enactment.
