Section 1. [Sales and use tax] Authorizes the city of Proctor to impose an additional one-half of one percent percent sales tax if approved by the voters at the next general election.  Proctor currently imposes a one-half of one percent sales tax.  Revenues from the proposed tax must be used for public utilities, including water, sanitary sewer, storm sewer, and electric; sidewalks; bikeways and trails; and parks and recreation.  The currently imposed local sales tax, authorized in 2008, includes these uses.   

Section 2.  [Effective date; validation of prior act] Allows the city of Proctor to approve the expanded uses and additional bonding authority authorized in 2008 and 2010 by passing a resolution and filing the approval with the Secretary of State by January 1, 2014.  Provides that the new law in section 1 is effective after filing the city approval with the Secretary of State, but only if the resolution approving the additional bonding authority is adopted and timely filed.
