Section 1 (62Q.527, subd. 4) provides an exception to the health plan drug formulary for an enrollee who is experiencing a first or second psychotic episode, and the prescribed drug is included in research-based protocols on treating first episodes.

Section 2 (245.4881, subd. 1) requires that case management services continue for individuals with severe emotional disturbance if requested by the child’s family, and before discontinuing case management services, a transition plan must be developed prior to the child’s 18th birthday or the young adult’s 26th birthday.

Section 3 (Appropriations) provides blank appropriations for the parent support outreach program; treatment for adolescent and young adult first psychotic episode; training for mental health professionals on early psychosis; and school-linked mental health services and resulting Department of Human Services staff.
