Section 1, subdivision 1, authorizes the city of Isanti, and one or more of the townships of Athens, Stanford, Bradford, Isanti, and Oxford, to establish the Isanti Area Joint Operating District. The District will provide fire protection services for the entire district. The District is governed by a board.

Subdivision 2 provides that the board will be made up of one elected member from each city council or town board participating in the district. The chief of the district, or designee, may also serve on the board, as a nonvoting member.

Subdivision 3 requires the district board to elect a chair and vice chair from among its members.

Subdivision 4 provides that members serve one-year terms. Vacancies are filled by the original appointing authority.

Subdivision 5 provides that the board must hold monthly meetings and give notice in compliance with the open meeting law. The board may adopt a resolution to change the number of required meetings or the time or location of the meetings.

Subdivision 6 authorizes the district to impose a property tax on real property in the district in an amount to pay its operating expenses and debt.

Subdivision 7 allows the city or towns to withdraw from the district after two years notice. The withdrawing city or town remains subject to taxation for debt incurred prior to its withdrawal.

Subdivision 8 nullifies the Isanti Area Joint Operating Fire District joint powers agreement if the Joint Operating Fire District is established.
