S.F. No 991 establishes a task force to study challenges encountered by disconnected youth, and to make recommendations on policies that support disconnected youth in achieving safety, stability, and opportunity for productive futures.
Subdivision 1 [Creation] requires the Commissioner of Human Services to convene an Emerging Adulthood Task Force to study and make recommendations to the Governor, legislature, and state director to prevent and end homelessness on interventions, programs, and policies that will support disconnected youth in achieving safety, stability, and opportunity for productive futures.
Subdivision 2 [Membership] caps membership for the task force at 15 and specifies who shall be members, including several commissioners (human services, Minnesota Housing Finance Agency, education, corrections), the director of the Office of Higher Education, and representatives of specified organizations or having specified qualifications. This section provides that appointments to the task force be made by August 15, 2013, and requires that two members of the task force be from greater Minnesota. The Commissioner of Human Services may create up to four subgroups of task force members to develop specific recommendations for consideration by the full task force.
Subdivision 3 [Duties] states duties of the task force.
Subdivision 4 [First meeting] requires the Commissioner of Human Services to convene the first meeting of the task force by September 1, 2013.
Subdivision 5 [Recommendations] requires the commissioner to submit a report with the task force's recommendations by January 15, 2014, to the Governor and the chairs and ranking minority members of the committees in the House and Senate with jurisdiction over human services. The recommendations must address specified topics.
Subdivision 6 [Task force expiration] expires the task force on June 30, 2014.
