Section 1 strikes “target pollution loads” from the required contents of the council’s water resource plan.

Sections 2, 4, and 8 remove obsolete references to “waste control” that refer to the abolished Metropolitan Waste Control Commission.  A reference to “wastewater services” replaces the obsolete reference.

Section 3 allows the Met Council, upon request from a local unit of government, to allow the local unit of government to defer payment of all or part of the allocated wastewater services costs.

Section 5 provides that a local unit of government must only submit to the Met Council its system of charges for wastewater services if requested by the Council.  The Council no longer has to review the system of charges to ensure compliance with federal law.

Section 6 removes a reference to the Metropolitan Sewer Board, which no longer exists.  A reference to the Met Council is added in its place.

Section 7 removes an obsolete reference to “waste control” and inserts the council. This section makes it permissive for the Council to levy a tax to pay for emergency certificates of indebtedness. In current law, it is mandatory to levy a tax for this purpose.

Section 9 replaces a reference to a session law with statutory citations.

Section 10 provides that the bill applies to the seven-county metropolitan area.

Section 11 provides that the bill is effective the day following final enactment.
