Section 1 defines “pupil transport entity” to mean a school, a charter school, or a private transportation contractor that contracts with a school.

Section 2 prohibits a school bus driver from using the school bus stop-arm or special lights when the bus is used as a special event school bus.

Section 3 specifies the terms of special event school bus use.

Subdivision 1 authorizes a pupil transport entity to operate a school bus to provide non-pupil transportation without reregistration or payment of additional registration taxes.

Subdivision 2 allows school bus operation under contract with a tax-exempt entity for a one-day special event if the pupil transportation entity is registered as a motor carrier of passengers, the entity uses a temporary vehicle identification card for the bus, the bus displays a sign in front and rear that reads “Special Event Bus” and does not display the word “school,” and the driver holds a commercial driver’s license.

Subdivision 3 allows the bus to be painted school bus yellow and be equipped as a school bus.

Section 4 allows the Commissioner of Transportation to issue a temporary vehicle identification card for a school bus operated for a special event, if the school bus has been inspected under statutory standards.
