Section 1 [Career Pathways Advisory Task Force]

Subdivision 1 [Establishment] establishes a new Career Pathways Advisory Task Force to make recommendations to the legislature regarding statewide testing for K-12, and the state growth target and other measures of assessing student academic achievement and growths.

Subdivision 2 [Membership] specifies that the task force will have 15 members and identifies appointing authorities.

Subdivision 3 [Terms] allows the appointed members to serve for the life of the task force.

Subdivision 4 [First meeting; acting chair; chair] requires the Commissioner of Education to convene the first meeting of the task force by August 15, 2013, and act as chair until the committee elects a chair from among its members at its first meeting.

Subdivision 5 [Duties] lists the duties of the task force.  The duties include developing recommendations on how to improve secondary and postsecondary outcomes for students and adult learners; align secondary and postsecondary education programs serving students and adult learners; align secondary and postsecondary education programs and Minnesota's workforce needs; and measure and evaluate the combined effectiveness of Minnesota's public kindergarten through grade 12 and postsecondary education programs.  This subdivision requires the task force to seek advice from stakeholders on specified topics.

Subdivision 6 [Compensation] states that task force members will not be compensated and their expenses will not be reimbursed.

Subdivision 7 [Staff; technical assistance] requires the Commissioner of Education to provide technical assistance and staff assistance to the task force.

Subdivision 8 [Report] requires the task force to submit a written report to the chairs and ranking minority members of the legislative committees and divisions with jurisdiction over K-12 education.

Subdivision 9 [Sunset] sunsets the task force after it submits its report or February 15, 2014, whichever is earlier.

This section is effective the day following final enactment.
