Section 1 requires motor carriers of passengers that provide charter service and limousine services to require the chartering party to name a designee if any passengers will be under 18 years of age and unaccompanied by a parent or guardian.  The designee must be at least 25 years of age and must make reasonable attempts to ensure compliance with underage drinking laws by passengers under 18.  If the driver observes or is informed of underage drinking during transportation, the trip must be terminated and the passengers returned to the point of origin.
