Section 1 has the effect of classifying as private data the names of applicants for or users of transportation services for the disabled or elderly.  This section is effective the day following final enactment.

Section 2 classifies as private data on individuals data on public transit users collected through the Metropolitan Council’s personalized web services (which require a user to create an account) or the regional fare collection system, which includes regular route bus service, light rail transit, rideshare programs, special transportation services, and commuter rail  This section allows the council to disseminate user history and fare card use to government entities and other entities that subsidize fares or provide fare cards.  The council may disseminate user data to another government entity to prevent unlawful intrusion into government electronic systems.  Government entities must treat this information as private data on individuals.  This section is effective the day following final enactment.
