S.F. No. 17 requests that Congress propose a constitutional amendment that includes specified ideals, including the following:

  • the rights protected by the U.S. Constitution are the rights of natural persons only and artificial entities (e.g. corporations) have no rights under the U.S. Constitution;
  • artificial entities are governed by federal, state, and local law;
  • federal, state, and local governments must regulate, limit, or prohibit contributions and expenditures in a manner that ensures all citizens have access to the political process;
  • require disclosure of permissible contributions and expenditures; and
  • the judiciary must not construe the spending of money to influence elections to be speech under the First Amendment.

The resolution also requests that if Congress does not propose the suggested amendment, then Congress should call a constitutional convention to propose the amendment.

The resolution requests that other states pass a similar resolution. Copies of the resolution are to be distributed by the Secretary of State of Minnesota to specified Congressional Officers and all of Minnesota’s Congressional delegation.
