Section 1 prohibits an auto manufacturer from owning or operating a motor vehicle dealership or permanent facility for display of new vehicles located within the state of the same line make as vehicles produced by that manufacturer.

Section 2 provides that a motor vehicle manufacturer need not be licensed to sell new motor vehicles solely to a licensed new motor vehicle dealer. Prohibits a manufacturer or distributor of passenger automobiles or trucks from obtaining a new motor vehicle dealer license.  Excludes a manufacturer or distributor of motor vehicle bodies, neighborhood electric vehicles, and medium-speed electric vehicles.
