Section 1 [Duties of Commissioner of Administration] removes requirements for the Commissioner of Administration to develop and institute procedures for the separation, collection, and storage of used commodities whenever feasible in state agencies and to establish policies for the reuse, sale or disposition of recovered materials and surplus property.  This section removes a requirement that the commissioner promote and publicize the waste reduction and waste separation and recovery procedures on an ongoing basis to all state employees.

Section 2 [Recycling Goal] removes a requirement that the commissioner, by December 31, 1996, recycle at least 60 percent by weight of the solid waste generated by state offices and other state operations in the metropolitan area.  This section, instead, states a goal that the commissioner recycle at least 60 percent of the solid waste generated by state offices in the custodial control of the Department of Administration, regardless of geographic location.  This section changes the commissioner's reporting requirements accordingly.  The Pollution Control Agency must incorporate the estimated recycling rates into reports submitted by other state offices and state operations in the metropolitan area under Minnesota Statutes, section 115A.557, subdivision 3 (reports required by counties to be eligible to receive money for county waste reduction).  This section removes the requirement that the commissioner notify the agency that the goal is not met, the reason the goal has not been met, and provide information to the employees of the agency regarding recycling opportunities and expectations.

Section 3 [Materials Recovery Facility; Materials Collection; Waste Audits] removes a requirement that the Commissioner of Administration establish a central materials recovery facility to manage recyclable materials collected from state offices and other state operations in the metropolitan area, and removes requirements for the location and size of the facility.  This section eliminates a requirement that the commissioner perform regular audits on the solid waste and recyclable materials collected to identify materials upon which to focus waste reduction, reuse, and recycling activities and to make certain measurements.
