Section 1 [Prohibited Action] adds a category of employee action that is protected from employer retaliatory action.  Specifically, this section prohibits employers from taking specified retaliatory actions against an employee in the classified service of state government because the employee, in good faith, communicates information to a legislator, the legislative auditor, or a constitutional officer, that the employee, in good faith, believes to the truthful and accurate, and that relates to state services, including the financing of state services.

This section is effective the day following enactment.
